You should consider seeking professional help for him cause you're right, you don't want the other pooches to end up getting hurt from this behavior. Even like a dog obedience cl might help just so that he can understand things better (believe me, you could communicate better with your dog! sounds weird but its true) and the one on one time would be good for him.
