Bush/Congress Approval Ratings and Misguided hatred?

How is it that so many people can say bad things about President Bush and praise Congress yet Congress has a job approval rating that is 12% while Bush is 27%? This doesn't make sense especially because the poll was from NBC/Wall St Journal both of which are Democrat-biased. Congress has a rating of 12%, yet people are proud to be a democrat. This makes no logical sense at all. Any explanation would be appreciated.
