Why is Florida the only state in the USA that refers to a person who is above a county a mayor?

The political reason for a county executive is to overcome the problems in committee process.Americans want leadership even if that is off a cliff.The President "pardoned" a turkey but it was not convicted first.Can the President also declare the turkey an enemy combatant and use extraordinary rendition then perform torture?The Prez could take a feather from the turkey and make a quill to sign the pardon then return the pen to the turkey as a souvenir.History will show that settled science is beyond debate.
